Data Latency = D1 - D2 (U16) is the latency on that data in 1/10th of a mS, so an FSD of 65535/10/1000 = 6.5s maximum
This message is used to denote the offset or latency of the data relative to the current time stamp. and applied to all subsequent data, until another latency message is received.
For example the data from a 10Hz GPS receiver might have a latency value of 100mS.
