GMT minus 7 puts me 12hrs too soon with my DL1?

I adjusted my time zone(GMT-7) in the config file(Setup.bin) and save it and power up my DL1 and I get a time and date that is 12 hours too soon. IE: Logged files should say 7pm but I am getting a 7am date stamp.
I put it back to GMT time 0+00 and it records the correct GMT time.
GMT is "tomorrow" already when I am trying it. Could this be messing stuff up or is there a software glitch?
