Anyone knows how to set up Volt meter in Dash2?

Hook up one of the analog inputs to a reference voltage and then have the formula as:

y = +1x

The analog ins can take up to 15 volts so the 13.8 your system should provide is good enough.

Call it Volts or something and then setup the page display and you are good to go.

Dash3 Voltage reading.

For a Dash3, since most of the analogue inputs are already set to read voltage, is the custom equation necessary?

No the equation is not necessary, the analogue channels will display volts as standard with out any modification.
